Eugene E. Vollucci is the author of the popular book How to Buy and Sell Apartment Buildings. He is at the head of Cal State Associates and director at the Center for Real Estate Studies, a nonprofit organization. He is an IRS agent who has filed thousands of tax returns. He has been a real estate investor for the past twenty-five years. He shares his real estate investing strategies under a popular workshop titled, Three Moves to a Million.

Eugene Vollucci has popularized investment in apartment buildings. Under the guidance program, he explains steps to making millions through wise investments. He has included relevant information on the latest IRS rulings, ideas to avoid making common mistakes and ways to find good deals. He explains difficult lease and contract agreements, and highlights the tax breaks, which are available.

Eugene Vollucci   elucidates his three-step system in the book How to Buy and Sell Apartment Buildings. First, one should study markets to understand the right time to purchase or sell property. One must understand the finer details in property set-up sheets to get some good deals. He suggests the use of the latest property evaluation computer program and a good marketing program for maximum optimization of profits in a sale. Further one should utilize all the offered tax breaks and assemble an asset protection plan. The book also advises how to concentrate ones assets for higher returns, and the help of consultants for better guidance. It recommends establishing a family living partnership to protect ones assets.

However, the book has some drawbacks. Eugene Vollucci   does not explain terms like IRR, or how it is calculated. He uses a hypothetical example to illustrate his strategy. Second, this kind of investment cannot work in a depressed market. Therefore Eugene Vollucci must update his book with real life examples and clarify a few of the mathematical concepts used in the calculations.
